This updates the Disabled Persons Transport Advisory Committee (DPTAC) statement on Shared Surfaces issued in September 2008.
Shared Space must provide for the needs of all people, including disabled people, within a safe environment. DPTAC therefore welcomes the programme of work currently being undertaken by the Department for Transport (DfT) to better understand Shared Space and the measures required to ensure the concerns and accessibility needs of those who would use the space are properly addressed.
DPTAC has four overarching principles on which we base our advice to government:
- Public investment should only take place if those who provide and spend the money take into account the needs of disabled people.
- Those who provide services are responsible for accessibility for disabled people.
- The work of DPTAC and our advice to government is evidenced based.
- User involvement is critical in the design and operation of all services.
As Local Authorities across the UK continue to develop Shared Space and, with these principles in mind, DPTAC will consider the emerging evidence and will advise and work with the DfT on the preparation of guidance, including the criteria on where Shared Space might be appropriate. DPTAC will further provide ongoing advice on future research requirements, training and information proposals, and will work to ensure widespread consultation is carried out.
The Disability Equality Duty introduced under the Disability Discrimination Act 2005 requires government and local authorities to use their influence over the built and pedestrian environment to promote equality for disabled people. The Equality Bill seeks to further promote this duty and it is therefore essential that government and local authorities ensure Shared Spaces are accessible and safe for all disabled people.
